Resizing is the single biggest win for file size: halving an image's width and height removes about three quarters of its pixels. Scale down freely, but avoid scaling up — the extra pixels are invented and the result looks soft. Keep the aspect ratio locked unless you deliberately want distortion, and use the target-KB option when an upload form enforces a hard size limit.
